This site has been established for authorised users only. An authorised user is someone who has received formal authorisation from Seacare.

It is a criminal offence to:

  • damage, delete, alter or insert data without permission.

To protect the Seacare network from unauthorised use, activity on this site will be monitored and recorded.

There are two parts to Seacare Online - the ESD reporting system and the Insurance Arrangements reporting system.

ESD reporting is required each 6 months in January (for the July to December period) and in July (for the January to June period). ESD reports are usually required within 14 days of the report falling due.

ESD reporting is compulsory. The authority to collect the information required derives from section 106(1) and section 105 of the Seafarers Rehabilitation and Compensation Act 1992 (Seafarers Act) and Regulation 16 of the Occupational Health and Safety (Maritime Industry) Regulations 1995. Operators should note the 6 monthly reports required under the ESD reporting system are a substitute for the annual report required by Regulation 16.

Insurance Arrangements reporting is mandatory and is required within 14 days of the employer being issued with or renewing a policy of insurance or indemnity by, or with, an authorised insurer; or, becoming a member of, or renewing membership of, a protection and indemnity association or an employers’ mutual indemnity association. These requirements are set out in section 94 of the Seafarers Act.

Penalties apply for non compliance.
